Brief Biographies of Consultants
Toshiko Boyd, MBA, President and CEO
Ms. Boyd is a co-founder of Eureka Global Solutions (EGS) and brings 25 years of international business experience to our team. She provides overall strategic guidance for EGS and is also in charge of FDA, USDA, EPA, and state regulations, including regulatory compliance, applications, registration for food, food additives, food contact materials, medical devices, cosmetics, dietary supplements, disinfectant products, pesticides, and more. She has over 18 years of experience consulting on U.S. regulations.
She also has been instrumental in supporting clients' expansion of business between the U.S. and Japan across various industries.
She has contracted with JETRO Los Angeles as a Specialist Coordinator for Food Regulations from June 2021 through March 2027. Additionally, since 2018, she has continuous contract with the Ministry of Agriculture, Forestry and Fisheries for the content creation and ongoing maintenance of a portal sites dedicated to the wide range of Japanese food exports to the United States.
Prior to founding Eureka Global Solutions, she has extensive experience in marketing, credit analysis and M&A transactions as Vice President of corporate banking division at a large bank in Los Angeles. Her focus was Fortune 500 companies on the West Coast in a wide range of industries including the healthcare sector. Prior to that, Ms. Boyd was a Senior Equity Analyst at both American and British securities companies in Tokyo where she was responsible for industry and company analysis and marketing covering a wide range of industries.
Ms. Boyd received an MBA majoring in Finance and Management from the University of Southern California and holds a BA in Economics and Public Finance from Keio University in Japan.
Dr. Peter Louie, MBA, Vice President & Senior Strategic Consultant
Dr. Louie has over 20 years of extensive experience in various fields within the life sciences industry, including research, operations, and sales & marketing. He has leveraged his deep involvement in innovative product development, business planning, and sales at numerous diagnostic reagent and biochemical measurement instrument companies. He has served as VP & Senior Strategic Consultant for over 14 years at Eureka Global Solutions, focusing on business strategic approaches in his consulting work. He is well-versed in FDA, USDA, environmental regulations (EPA, CARB, etc.), and Prop-65 related matters.
Dr. Louie majored in Biochemistry at California State University, Davis and received a PhD in Biochemistry from the University of California, Riverside.
He also graduated from Pepperdine University's School of Management (MBA).
Ms. Gomez, Senior Regulatory Advisor
Ms. Gomez works as a Senior Regulatory Advisor with over 32 years of experience at the Food and Drug Administration. Ms. Gomez was the Director of the Los Angeles port before retiring from the FDA. During her career at the FDA, she trained inspectors for both import goods and U.S. products for number of years. She was also responsible for issuing enforcement notifications and recalls at the Los Angeles and Long Beach ports. In addition, she was responsible for leading lectures to industry groups on policy and regulations as a spokesperson for the FDA.
She plays an active role at Eureka Global Solutions advising clients for over 13 years, strategically utilizing her hands-on experience and network of contacts within the FDA.
Eriko Ono, MS, Director
Ms. Ono was previously employed with the Ministry of Land, Infrastructure, Transport and Tourism of Japan for 13 years. She was in charge of policy planning and international projects in the transportation field. Ms. Ono also participated in numerous international negotiations for setting international standards, including the United Nations Climate Change conference ("COP"), and International Maritime Organization ("IMO"), which is a specialized agency of the United Nations. Leveraging on these experiences, Ms. Ono's consulting work at Eureka Global Solutions centers on various regulatory related research, project planning and project management for over 11 years.
Ms. Ono is a graduate of the University of Tokyo with a degree in Mechanical Engineering and received her master's degree in Technology Policy from the Massachusetts Institute of Technology (MIT).
Dr. Imke Schroeder, Senior Scientific Advisor
Dr. Schroeder has been a professor and a researcher of Department of Microbiology, Immunology and Molecular Genetics at UCLA since 1993. Dr. Schroeder also conducts extensive research on laboratory safety, with research centering on the bridge between state safety regulations and implementation of best practices in research laboratories. Furthermore, she coordinates seed grants funded by the Center for Laboratory Safety that aims to improve existing safety measures and/or develop new and safer laboratory methods.
Dr. Schroeder is from Germany and earned a Ph.D. in Microbiology at Philipp University in Marburg, Germany in 1983.
As Senior Scientific Advisor, Dr. Schroeder is in charge of scientific review on FDA related projects and consulting for 16 years.
Dr. David Bechtel, PhD – Toxicology
Certified Food Scientist of American Board of Toxicology
Dr. Bechtel possesses over 40 years of experience researching food safety and toxicology. He spent 20 years serving as a toxicologist and scientist for major US food corporations—including General Foods—and has spent an additional 20-plus years working as a consultant in the fields of food safety and toxicology, assisting clients with FDA regulatory compliance. Leveraging an extensive network within the FDA's food safety sector, he has been involved in numerous GRAS notifications; furthermore, he has contributed to our company for over a decade, successfully handling a wide array of FDA submission projects.

John Bradley, CPA, MBA, Chief Financial Officer, Senior Consultant
Mr. Bradley brings over 25 years of international business and consulting experience to our team. He has worked in finance and business development roles in a variety of industries both in the U.S and Japan, including international banking, manufacturing and entertainment. Mr. Bradley is in charge of advising and consulting on international business and finance.
Mr. Bradley received an MBA majoring in International Business from the University of South Carolina and attended Cornell University and Keio University for the study of Japanese language. He also holds a CPA certification.
